Barbara Schempf, A.A.E., IAP

B.L.S. Aviation is a certified Disadvantaged Business Enterprise (DBE) led by Barbara Schempf, A.A.E., I.A.P. With over 27 years successfully leading and managing multi-billion dollar capital improvement programs, commercial development projects and associated funding strategies and environmental / land use processes, Barb provides her clients a unique insider perspective on how to navigate the challenges of airport program management and complete complex program and projects on time and within budget. She has significant experience working with local, state and federal agencies and officials, air carriers and developers on environmental studies, AIP/PFC funding strategies and applications and major land development projects. Some of her key projects throughout her career at CVG and B.L.S. Aviation include;

• DHL’s 200 + acre U.S. Hub,
• Amazon’s 600+ acre Prime Air Hub,
• Over 1,000 acres of non-aviation development,

With over 26 years in diverse roles at the Cincinnati/Northern Kentucky International Airport (CVG), Barb has a wealth of aviation and airport knowledge and experience.  In her most recent role as Vice President of Planning & Development, she led the development of CVG through a long-term, comprehensive team approach that supported the safe and efficient managed development of airport infrastructure and facilities through the use of sustainable, progressive and innovative methods, including the Airport’s capital program, Master Plan Studies, land development, environmental planning, engineering, asset management, and technical/construction support services.

A 2005/2006 graduate from Leadership NKY and the Cincinnati Chamber’s first C-Change Leadership Class for young professionals, she is past chair of the Kentuckians for Better Transportation’s Aviation Committee, the NKY Chamber’s Washington Fly-In Committee (2008) and co-chair of the Transportation Committee (2007). In addition, outside of CVG, Ms. Schempf teaches Airport Planning and Management and International Aviation courses as an adjunct instructor at Northern Kentucky University and Embry Riddle Aeronautical University. She received her Masters Degree in Aeronautical Science from Embry Riddle and a Bachelor of Science in Aviation Management from Florida Institute of Technology. In 2014, she received her International Airport Professional (IAP) designation from ACI/ICAOs Airport Management Professional Accredidation Program (AMPAP). She holds a private pilot’s license and is an Accredited Airport Executive through AAAE.
